Q: I had two children who live in Mexico and want to bring them to the U.S

I had 2 children out of wedlock and they current live in Mexico with their father. I want to bring them to the U.S with me-they are both minors born after 2001. I lived in the U.S at least one year before they were both born, but not the immediate year before hand (i.e I live in the U.S up until 2001 and they were born after after 2003). Does this mean they don't have birthright citizenship? Would I have to apply through the I130 instead of the N600? or could I apply for their U.S passport in Mexico and then apply for the N600 once they get it?
