Q: Why can't an established order for child support be modified years later later?

This year I found out that my daughter's father has been working since 2000, has investment properties, co-owned several businesses, etc. He has all of it under an assumed name or family members. He has failed to pay child support since around 2007 and it was never paid in full or up to date. He never reported his income or investments to CSE otherwise the order probably would have been taken care of then.

My daughter reached out to him to help with college tuition but she was told through his family he didn't want anything to do with her and he wasn't paying anything.
