Q: my neighbors landlord says there is nothing she can do about her tenant who harasses everyone, is that true?

I rent a house next to a duplex that is rented out by a different landlord. She has a tenant that harasses everyone, has multiple cars, a boat and a trailer along the street, who we've called the police on a few times. The landlord claims she can't do anything and she also said she has to renew his lease if he wants to stay. He also doesn't pay his rent on time, according to her words. His 3 dogs also bark nonstop when they are outside. This seems like something he could be evicted for as well. He has caused nothing but trouble since he has moved in.

What likely is true is that you can do to force the landlord to evict the tenant. You can, however, seek to enforce the local laws if the vehicles are unlawfully parked or the dog makes too much noise (issue a complaint with the local Animal Control if the barking breaks local rules).
