Q: if a landlord is unable to contact you with a 24 hour notice. Can they still enter you home?

A: Hard to imagine how a landlord would be "unable" to contact the tenant, given that legally they can leave the information on voicemail, or fax, or if the lease provides, by email or text message, or posting on door or by mail. All they have to do is be able to proof that they provided the information, NOT that the tenant actually received it. So if they entered without an emergency and without providing the notice (as opposed to legally providing the notice and the tenant just didn't receive it in time through no fault of the landlord), and the tenant can prove it, it should be worth a month's rent to the tenant, plus their court costs and attorney's fees. In that event, the tenant should review everything with a landlord-tenant attorney to confirm the strength of the case and to chart how to best proceed from here. Good luck.
