Q: Can anything be done about the non-custodial parent in Louisiana?

My husbands ex wife is suppose to see their 5 year old child every other weekend. The mother has seen the child once since February and has only texted about her a handful of times. When she did get the child it was only for a few hours a day and hen she would return her. She is ordered to pay child support but we've only received $52 since March and even then we weren't getting the full amount. The mother insists on bringing multiple men around the child and my husband has expressed his concerns about this. Is there anything we could do about this? Even a stepparent adoption?
