Q: Can I pre-file a criminal investigation without an attorney?

Its been 2 months now and the investigator has no evidence against me, just a word of a mentally handicapped child. In fact I have alibi's and exculpatory evidence in my own defense... Even if they aren't looking into the evidence provided or questioning my alibi's, just the one person who hates my guts and wasn't even at the party. I ask this because I want this case dropped so I can return back to my family, yet I also do not have enough money to hire an attorney and just the same I have not been charged or arrested to get a court appointed attorney. Are police allowed to sit on cases with no results?
