Q: I have a 13 year old speeding ticket and no insurance ticket in Mississippi. It's preventing me getting my Texas dl

I was passing through Mississippi after hurricane Katrina hit. I have since forgotten about them. I live in Texas. And it is the only thing preventing me from getting my license here. I'm also looking to get my CDL shortly there after. I just want to know if I can start a payment plan or get these tickets lifted so I can get on with my plans. Any advice would be helpful. Total of the tickets are 311 and some change. I'm not trying to avoid them.. I simply just forgot. 2005 is quite some time ago.
