Q: Found an abandoned dog. Owner moved out of state but now wants him back.

He has a microchip that is registered to her. But she abandoned him. She wants to give him to another family that admit they want him but can’t afford to care for him. They can’t afford to fix the fence so he won’t get loose. They can’t afford to get him basic vaccinations or heartworm, flea meds. How is that what’s best for the dog? The registered owner fled the state because she was wanted on criminal charges. She’s been gone over a year. Hasn’t worried about this dog at all until now. Is there anything I can do to keep this dog and give him the best life he deserves?
