Q: Odds of second case involving same officers being dropped?

long story short, my brother was involved in two incidents; police attempting to “arrest” him following a traffic stop, and executing a search warrant a month later. arrest in quotations because the officers tried to do something else. long story short, the same officers were involved on both occasions, the traffic stop case was dropped due to inconsistencies, and lies in the officer testifying. during this second mishap, they falsely charged him with things he did not have on him. but because of the charges, it became a federal case. what would the odds of this second case being dismissed like the first one be? it’s all honestly very unfair he’s dealing with a situation of untruthful officers. and they’re responsible for this second case that’s now in federal court and my brother is innocent. we can’t afford an attorney right now, so any legal standpoint of advice helps. thank you.
