Q: If you pick up your dog from the shelter after he got lost, do you HAVE to get him neutered?

I have a dog that got lost from my backyard. He had his collar on with tags and somehow found it on the road. Later, I went to get him from the shelter before 24 hours. They allowed me to take him home. Later they called me and told me he needs to get neutered and get his shots updated or they’ll take me to court. By law in Louisville, it’s not mandatory if he was previously in my possession? I checked the fence for any way he could have gotten out and fixed those issues, & the next day got his shots taken care of for he was already updated on them.
