Q: Hello is there any new law in California that can help second degree murder find relief?

My brother was sentenced to 65 to life for 2nd degree murder. Doubled due to 2 strikes and 25 to life for gun. Plus 10 years for attempted involuntary manslaughter on a stray bullet that hit the other victim who was also apart of the ordeal in the Hotel room. Arrested in 1999 sentenced in 2004. No robbery, or anything else. Drug deal gone bad. They fought and both had guns. My brother was 23 at the time of his arrest now 42
