were you arrested?
did you take someone else's bike?
if not it would appear at first blush the other party should be arrested.
hire a local attorney or ask the court to appoint one for you.
A: Sounds like you are the victim of a crime, and also that you committed a crime. If you stole a bike, you should give it back. Then, you should call the police if you want your dog back. The police can still investigate the alleged bike theft, even though you will have returned it.
