A: The patent history would be available from USPTO Public PAIR. This would be the activity during the application for the patent and any responses from the patent examiner for this design patent application.

If all you want is the recorded assignment history, you can go to a separate database maintained by the USPTO

A: Note -- the recorded assignment history is only as good as the efforts by the owners to record their rights. If for some reason there has bee a subsequent transfer of rights and they have not recorded the transfer yet, then the records won't be correct. That is beyond your control but you need to know that any record is potentially out of date.
