Q: Why would Target allow you steal

My sister was caught doing retail fraud. The security guards at target told her and her friend that they have been watching them and know that they been doing this at other targets because face recognized. My sister admit she had items in her car cause the security guard threat her and said she was going to jail for along time if she didn't. She told them she had a camera and glassware and the security guard said he didn't care about the glassware which cost the same as the camera he just want the camera. The police came and didn't arrest them just give them a court date. I just don't how it's legal for them to let her steal why didn't they stop it the first time and why allow her to keep one thing and not the other it don't same right for them to do that. And is there anything she can do to help her.

the citation she rec'd is the same as an arrest as it orders her to appear for an arraignment before a judge to plead guilty or not guilty.........
