This is a concisely phrased question, but the answer could go on for pages. There are so many things that can do this. An important factor would be a lack of good evidence. Another could be that the evidence is false or misleading. Flawed analysis could be a factor, where even where there is good evidence, it is portrayed in a manner to exploit the emotions of jurors rather than in a manner that would enable an objective decision. Other factors could be that the subject matter is very complex or esoteric, involving difficult concepts. Similar to this, the law around which the decision hinges could itself be difficult to understand or convoluted. These are just a few factors; there are many others.
