A: "Effective" date means when it becomes actual law.

A: When you pull up the bill on the Senate website, you'll see several tabs - history, amendments, analyses, citations, etc. At the upper left side of the page, you'll see a column of details for the bill - effective date, last action, and bill text. Effective date appears at the top of the column.
