Q: Landlord did not want to accept rent because she wanted a plumbers bill as well, now she is adding late fees, can she?

tried to pay landlord rent on the 3 and she returned the check because she said we owe her for a plumbers bill that she called out to check her valves. after the 3 rent is considered late to her and 100 is add after the later date and 50 for each other day its late. tried to pay the rent again on the 4 since the plumbers bill has nothing to do with my rent and she returned it again and added the late fee to it. She left a paper on our door demanding the money and put a note in it saying she has been trying to serve us with these papers many time and could nit get a hold of us but 3 hours prior to this she did see me and didn't address me nor served me with those papers.
