Q: Can I have a cat/ with new born kittens removed from a home legally to avoid it dying from severe neglect?

I’m terrified this mother cat will starve . There’s no cat food. I shared my cats food against the owners wishes. I provided cat litter . This cat will run out of milk. She’s imaciated . Thin as rails, I was staying at the home for a week or so and did my best to share what I had just so this poor thing had proper care, this women is feeding this poor thing dog food. The cat was severely constipated and is in desperate need of vet . Is there anything I can do legally? The women won’t give me both mother and babies. She was willing to after the babies are old enough to be sold but they will not live that long. This is serious. I cannot stay quiet . I had half a mind to steal them away but I know I’d be in the wrong . Please help me.

A: To report animal neglect you can call the Attorney General helpline at 1-866-697-3444. If you don’t get results from that office I suggest calling your local humane society to get guidance for your area.
