Q: N -400 Part 12 ques 9 groups? does that include membership in a golf club or synagogue or ABA?

A: The form N-400 instructions are poorly drafted. Yes, an applicant is obligated to disclose all organizations. Some may be perceived as falling within categories that 'may' support qualification and/or disqualification. Two memberships listed seem to suggest an interest in maintaining good moral character. Political and military organizations are common grounds for scrutiny, not necessarily disqualification. A person must truthfully fill out the form, under oath.

Material misrepresentations, which include omissions, that impact a finding on good moral character can be subject to an examiner's discretion. This administration encourages examiners to scrutinize naturalization applications. If a misrepresentation is ever discovered, it can also result in further scrutiny and de-naturalization in the future. A de-naturalization strips a person of lawful permanent resident status, as well.

Attorneys encourage disclosure over omission. Civil rights are limited by the Alienage Clause of the U. S. Constitution as codified in the Immigration and Nationality Act, so privacy is not a valid defense. If a person practices Judaism, then they should never be inhibited from misperceived intimidation or prejudice by the U. S. Government.
