Q: can a cop forcefully make an arrest without ever obtaining my identity
i brokedown and received promission to leave suv there for couple hours and started to walk and then a vernon county deputy turned around and quickly got out the squad car and started to run up on me with taser drawn and forcefully put handcuffs on me told me i was in possession of stolen plates and arrested me, without ever identifying me. The thing is he never saw me at the suv and he didnt allow me to have due process before taking me to jail. I also had severe injuries that the jail was not equipped to handle and ignored my request for medical attention, and held me for quite a while, plus he towed my suv and i dont think he had any jurisdiction to do that
A: So if a police officer sees you next to a person, drives by, hears a gunshot, looks in rear view mirror, sees the guy on the ground. Cop turns car around, drives back, sees guy wounded and a gun next to him, the officer cannot arrest you because he first did not identify you?
