Q: AC has called the the lady that found my dog, they left a message and the lady is not calling back to return my dog

A lady found my dog and brought her in to be scanned at the Palmdale shelter. My dog is not chipped so the shelter allowed the lady to take my dog home and told her she had to do a 14 day stray hold and look for owners. A different person happened to take pictures of my dog that day at the shelter and posted to find the owner of the dog which is me. Animal control has the finders name and phone number that has my dog. They have left a message but the lady is not calling back and animal control will not give me her information. What do I do next to get my dog back?

A: Call the police and report your dog stolen, with Animal Control as a witness. Found property (dogs are considered property) are supposed to be surrendered to police (Animal Control in this instance). Civil Code section 2080.1. Keeping it could be considered theft.
