A: Yes they can do it but it's not normal and not the proper way. You may want to consider a consultation with a lawyer but since you don't have any charges pending at this point expect that lawyer to charge you a fee for the consultation since you are seeking legal advice and not representation.
A: Anyone can do anything. But that does not mean its valid. First of all, a lawyer does not press charges. Charges are in the name of The People of the State of New Jersey. Not the lawyer. In my view, a text from a lawyer is not legitimate way to contact. Knowing some more about the facts would enable a lawyer to advise you.
