Q: Is it legal to take a shopping cart that has a store perminantly closed?

No. The store may have closed its doors to the public, but whatever is going on in their operations, whether dissolution, bankruptcy proceedings, or other process, its assets do not become public property by default. They may have been sold, may be slated for auction, or other disposition by the owners. Taking it could result in criminal charges.
