Q: Can a truck carrying automobiles put flaggers or cones down when parked in a truck Stop parking lot to avoid accidents?
A: I don’t see why not. Seems like a good way to avoid an accident. Who is going to complain? Would have to check local ordinances but seems like it would be a best practice to avoid someone running into the truck.

It seems like it would be a good measure if it is a spot where other drivers would not expect it to be stopped, where the cones could prevent an accident. If it is in an ordinary parking spot where there is no need for them, that could be different - the truck stop operators could say something if they infringe on other spots. Good luck
