Q: Is it against the law to have outside dogs with no doghouse if other types of shelter are provided?

I have tried several times to get my two large outside dogs to sleep in dog houses, but they prefer sleeping under the house and back porch. We have put up walls and filled their beds with cedar for the winter, as well. My neighbor called animal control on my dogs for barking and the woman from animal control told me i had to have doghouses out for the outside dogs. There is already one doghouse sitting by them that goes unused because they refuse to go inside, but she insists I have to provide doghouses for the both of them regardless. She has threatened to come back tomorrow to take my dogs for this reason.

A: Much cheaper fight to buy two doghouses and let them sit than trying to fight with animal services over seizure and return.
