Anytime the police ask you a question you are not under any obligation to answer it. This includes during a 'polygraph' or lie detector test. However, police can always ask you a question if you are not in custody. They can certainly ask you to voluntarily take a test, but the answer to your question is no, the police cannot force you to take a polygraph test, whether or not you are represented by an attorney.
