Q: What are we legally responsible for and what should we do?

My grandma gave my husband permission to use her vehicle. He was involved in a wreck when someone slammed on their brakes in front of them, he filed a police report and exchanged the insurance info. He told her he would pay for the damages he caused which was one headlight busted and the grill fell off. She then decided to call my cousin and her daughter and told them he was lying and no report was made and they came to our home and threatned us and screamed at us and the law was called, then once proven there was a report made they left, they have since been harrassing us and continued threats, even after we told her he would pay. We told her to get 3 estimates, she only got one and said we have to pay her all of it though half the costs is for a new paint job for her car and new bumper and everything when in the report the only thing damaged was one headlight which adds up to 100$ labor included. The grill was falling off before the accident, the car had damage from her own wreck

A: Guess the issue is family and what your grandmothers role is. If you try to approach this like an insurance company, then be aware there may be frostiness. If there is damage to the bumper, pay for the bumper (it would be odd for the grille to be damaged, the headlight damaged, and no damage to the bumper).

As to your cousins, not sure where they are coming from but it sounds like a long simmering something, so whatever you do will not satisfy them.

A: Ignore the cousins completely. They are irrelevant. You are responsible for the headlight repair and repair of the grill. You do not have to pay for anything else, especially the paint job.
