Q: How do I help ?

If someone comes to me with a malnourished dog how can I get the person who neglected the dog in trouble yet not get his sons dog taken away? The son came to me with 1 of 5 puppies his father had. He found them dead in the back yard and only one alive. I want to call the cops or the humane society but I don’t want to be the reason for him to lose his dog or this new puppy he’s fallen in love with him and is persistent on nursing him back to health to find an owner . I just want his father to be punished for what he did. The dogs were left with no water they had food but they’re all skin and bones it’s a horrible sight.

A: The two thing you want to accomplish are mutually exclusive. The son is likely to witness the death of another puppy, or to experience loss of ownership to Animal Control. You choose.

this may be difficult to resolve. as a minor he has no means to take care of the dog and if the father doesn't care if the dog lives or dies than maybe the kid could be convinced he loves the pup so much that it is more important to "play solomon" to let the dog live...not with him.
