Q: how to I contact trademark owner for licensing on using their trademark?

A: Check the Current Owner(s) Info and Attorney/Correspondence Info tabs on USPTO's TSDR link for the subject trademark. You can either reach out directly or through counsel. Both approaches have advantages.

If they’re not registered with USPTO, you can file for a name request with the state, which would then protect your brand. They would deny your request if the name is already in use and registered in the state. If the mark is not registered in the state either, but you know the mark is being used locally (and is used in a similar or identical field as your own), you should simply contact the business owner and discuss licensure or possible use for your own services.

With that being said, you should definitely consult further with a licensed attorney with expertise in intellectual property law. Your question is vague and there are likely many factors that play into your entire scenario.
