Q: Can I get custody of my children back, if I was told a custody arrangement was only temporary?

My children both have special needs as a single mother I was unable to meet their needs after leaving their father who was abusive. My father and step mother offered to take custody of them until I was able to get on my feet bc I wasn’t able to meet their needs with out his support. Now a year later they refuse to let my children come back to me, and threatened to give them to their father and his wife bc they are upset that someone turned them into cps and I didn’t “warn “ them. I am fully stable with a career and my own apartment, I make more money now than I ever did before with a great schedule and a job that will work with me and both my kids needs. How hard will it be for me to get my rights back? Both their dad and I signed off but still get visitation and are supposed to have access to all their medical things (which I don’t but he does. I believe is contempt of court) what are my chances? Cps was called due to the children saying they were beat with hangers and belts
