Q: Why Asume in PR has never sent the child support money to the child's mother?

Asume in PR has been garnishing child support from paycheck, but the mother of the child has never received the money; it's been months. I received a letter from IRS that the stimulus check was sent to Asume, my current wife and little son ended up with nothing, still the mother of my other child has not received the stimulus money yet. Two years ago, i filed out my taxes in February and the refund was sent to Asume, but the mother received the check in November, nine months after. It's impossible to reach anyone in Asume, no one is answering the phones, their app does not work, office is closed, so I'm desperate. There's no way to have any communication with this agency. Please advise. Thank you!
