Yes, all immigrant visas that have yet to process at the consulates are suspended until further notice. However, the suspension can be lifted this month depending upon the discretion of the President. The challenge is that the President can limit interviews based upon the current epidemic, so he has done so.
However, make sure that your husband tries to attend any and all scheduled appointments in case he is notified of an upcoming appointment. Good luck.
