A: In Virginia with regard to a commercial lease, the terms and conditions that are embodied in the four corners of the lease agreement control the rights and obligations of the parties. If the commercial lease provides that the landlord may change the locks if the tenant does not fulfill a provision of the commercial lease, then that controls and is lawful.

A: I agree with Mr. Maloof and unfortunately those commercial lease agreements are written as such.

A: It really depends on your lease terms, but it certainly could be legal, but it's not always legal. If you need to hire an attorney to assist, I'm sure anyone who responds would be happy to help.
