Q: Is person committing attempted murder? (Only doing otherwise legal things, but part of their intent is to cause death)

So this person is a co-worker and has a very strong hatred towards humanity in general. He said he drives as oppose to use public transport mostly for comfort, but he also says part of his intention is that the air pollution he contributes to will help "Cull the human population" and he admitted he hopes at least one human does die as a result from his automobile air pollution. I thought he was joking at first but he does appear very genuine.

To the best of my knowledge, he is not attempting to run anyone over nor was he attempting to cause traffic accidents, he simply chose regular driving as oppose to public transportation or electric vehicle partly because he wants to contribute to air pollution to kill people in order to "cull the population".

Is what this person doing potentially considered attempted murder? This question is in relation to both state and federal law.
