Q: With there being no custodial agreement in place, does either parent have “legal custody” of a child in Louisiana?

My husbands daughter, 11, is attending school in our district this year. Last year we did all of the transfer paperwork stating she lived with us but she never got to start due to COVID. This year her mother did all of the paperwork and is wanting my husband to sign a paper From the school board stating that she has legal custody and the child is living with us for educational purposes.. while this is true (for the most part) there is no custody agreement in place what’s so ever. Only DNA determine paternity from a prior child supports court from when the child was a baby. Should he sign this? Refuse? Mother is also trying to require child with her on virtual learning days (3days a week) 45m from our home. Seems UN-Stable for child and costly back and forth.
