Q: Can I get an EPO on a minor?

I have a mentally ill younger brother (16) whom I witnessed yelling and assaulting my daughter, I had it on video. He also forcibly removed her from a room and yelled at her. He had hit me multiple times when I was pregnant with her, my parents manipulate him and enable his behaviors. He has been in and out of alternative school and public school, he is a troubled kid. I need to protect my children because I know he is capable of harming anyone. He has serious anger problems, I am a legal adult 11 years older then him, and since my parent's will not engage I feel like I need to do something. CPS is involved but case worker seems to be only listening to one side & not taking it seriously.
