Q: Can I be in trouble sending money to friend in Romania from US?

I met a man in romania in april 2019. we have met 3 times since in romania. He has little and I sometimes send him money. Recently a online transfer company small world stoped my transfer and said compliance stopped it. they wont tell me why. They did call and ask how i knew him and if we had ever met and why I sent money. Why would they stop it and could i get in trouble? I am allowed to send my money to a friend right? it is a gift/charity and he pays bills or uses for things he needs. i am confused and a little unsettled.
