Q: My neighbor's small dog came into my yard with my contained dog, and my dog bit the small dog. Can they press charges?

My dog was on his lead, staked into the ground, in our yard when the neighbor dog came into our yard and was within range of my dog's lead. My dog chased the small dog and bit her on the rump. The small dog ran away, and my dog (being attached to his lead) did not chase her past the confines of my yard. I offered to take the dog to the vet, but my neighbor said no. Luckily the small dog is okay. Can he file charges against my dog? Are we liable for damages since my dog was contained? I just want to protect my dog at all costs. I have camera evidence that my dog was contained on his lead and not roaming free.
