Q: Dmv certified letter requesting I do a driving school months after I paid off a ticket?

I'm a 19 year old male. I was pulled over for speeding back in May, but the officer let me off with a failure to obey a highway sign. I went online and paid it since it was a simple moving violation. However, I recieved a letter in the mail today saying I must complete an 8 hour class or my license is going to be suspended. How is that possible, and why hasn't anything been said until now? I paid off the violation so why am I being summoned to do an extra class I have to pay for? Shortly after I got a reckless driving ticket that was completely dismissed upon my court day, so I don't think it's a factor.
