Q: Is it possible for a child (now adult) to take over his child support case if there's no contact with custodial parent?

My husband recently found out from Child Support Enforcement that his biological father still owes child support. The statute of limitations for my husband to reopen the case has not yet run out (he has until he's 33). Part of the child support is owed to his biological mother who abandoned him as a teenager and whom he has no way to contact. The other part is owed to his former guardian who also was abusive and threw him out of the home and who he also has no contact with. Is there any way for my husband to take over and reopen the child support case if he does not have a way to obtain signatures from his mother or his guardian? Thank you very much.

A: Yes. He’s an adult. He can simply sue both parents.
