A: If you want to have any chance of getting a serious review of your allegations, you should submit them to the local (or the nearest to you F.B.I. office. The best way to do this correctly is to hire a lawyer who can ask you the right questions and get any evidence you've collected so he/she can accompany you to the FBI. The lawyer may be able to explain the situation more concisely than you because the lawyer won't be likely to get over-excited in the telling of your story and will be a lot less likely to leave out details which are unimportant. If you can't make your "case" to the FBI clearly and quickly, you unlikely to get real help.

Other ways to proceed include the following:

1. The State Commission on Judicial Conduct, an independent Texas state agency, is responsible for investigating allegations of judicial misconduct and disciplining judges. Go to scjc.texas.gov to learn how to file a complaint against a judge.

2. Most police agencies of any size have an Internal Affairs Division composed of officers whose only work is the investigation of other officers who are suspected of violating policy and/or breaking the law. You could report the officers to the internal affairs section of their department.

3. With regard to the D.A. (who is, of course, a licensed attorney) I quote from the official website of the State Bar of Texas at texasbar.com:

"If you believe a lawyer has engaged in unethical conduct, you may report the conduct to the State Bar of Texas by filing a grievance with the Office of Chief Disciplinary Counsel. You do not have to be a client to file a grievance. Anyone can report allegations of professional misconduct or problems with a lawyer.

Filing a Grievance: Visit this page for details on how the grievance process works and how to file a grievance against a lawyer. This process is designed to ensure that members of the legal profession comply with ethical standards prescribed by the Texas Supreme Court."

A: It is only possible to commit perjury under oath and it is unlikely that either the judge or the DA testified under oath.

As a private citizen, you can't file formal charges, but you can report a crime to law enforcement. In addition to the law enforcement entities mentioned above by attorney Rodgers, I would add that the Texas Rangers have a unit tasked with investigating crimes committed by government employees.

Finally, if you are concerned about actions that occurred during court, don't forget to consider opportunities to appeal an adverse ruling.
