A: A Georgia attorney could advise best, but your question remains open for four weeks. As general traffic doctrine in most jurisdictions, the vehicle entering the main road (from what appears to be an apartment driveway, based on your description) owes right-of-way to vehicles already traveling on the main road. Yes, the intruding vehicle should not enter and create a hazard to traffic (although that is what many vehicles do in these settings for fear of missing a traffic light cycle). But it would be best to check with a local attorney for possible state-specific vehicle and traffic laws TOGETHER WITH traffic control devices and signage at the location. Good luck
