Q: How can i get my electric repaired?

Hi, I bought a house in October of 2019. In our contract it states that before we buy the house the nob and tube must be removed by a licensed electrician. Our power upstairs went out and we found that he didn't uphold his end of the contract he splice the nob and tube with new wiring. Do we have a case against him?
