You can file anything you want but proving it would be near impossible. You also run into problems if you are suing a foreign government. Finally, if you were not injured, you have no "standing" to bring a claim.
As to charges of murder, those would have to be brought before the International Court of Justice in the Hague, however I'm not sure if China agreed to respond to that tribunal, and Mr. Trump I seem to recall pulled us out of the Court. If so, it would seem that you don't have that option.
