Q: What should my friend do if them and their brother are threatened to get kicked out when they're under 15?

My friend is currently living with their grandmother because their mother is trying to get up and off of her feet and get them a house of their own, but their Grandmother and Grandmother's boyfriend are threatening to kick them out again, and then they'll be back on the streets again. Their Grandmother doesn't have custody of them and I was wondering if this was legal or not and what they should do if it isn't legal. (And their mother and soon-to-be dad visit them as often as they can and they aren't getting physically abused as far as I know.)
