Q: What constitutes copyright infringement on a blanket design?

I make my own baby blanket designs by assembling pre-licensed clipart in a particular fashion of my own style, also adding my own elements and embellishments. Some of these blanket designs have become very popular on Amazon and I've had some trouble with people copying me, so I registered my designs with the US copyright office.

When I submit an infringment notice, Amazon generally removes the listings of the infringers if the infringer simply copy/pasted my design into a new listing and called it their own.

Recently I have an infringer that took all the same elements of my design, crudely changed a few of the images and rearranged everything on their own blanket. The similarities are very OBVIOUS. However Amazon is not willing to accept my infringement complaint, even after an appeal. I'm assuming it is because they switched things up a bit. What can I do?
