Q: How to file a complaint on HOA regarding water bills issue?

I'm currently renting a house. I've had issues w/ the water bill since 2017. The water bill has never been sent out monthly. It is random. The mmgt co and the water co has changed 3 or 4 times. Initially, they were having accounting issues. When she left everything was a mess regarding the water bills and amts owed. I assumed they were accounting properly so I wasn't keeping up w/ payment receipts. There was a back and forth regarding amts owed. Finally, we agreed on an amt and a contract was signed for a specific amt to be paid monthly for 9 months to satisfy the past due balance. I also had to agree to pay the current bill at the same time. Fast forward, the HOA/management company changed. They changed that and said I now I owe a different amt. Now the middle person btw me and the owner keeps sending aggressive emails requesting payment. I keep asking where the number came from. I have requested all bills & payments from 2017 to current and she can't provide.

A: I can't tell who is providing the water service from what you wrote. I'm sure you can complain to the HOA by contacting whoever is in charge of the HOA, but that may not solve your issue. Also, since it sounds like the owner is somehow involved, you'll want to check your lease to see who is responsible for paying the water bill.

Ultimately, you're going to need to be able to show what you paid, and the water provider is going to need to show what the charges are. If there's a written agreement about what was due at some point, that's the place to start.
