No, probably not. The laws don’t allow those who visit to have immigrant intent. The law presumes immigrant intent, so an applicant for a non-immigrant visa must overcome the presumption.
Otherwise, they can be denied and may possibly be charged with misrepresentation which is an indefinite, even permanent bar to immigration for most.
