Q: If I hot stopped because the officer said I didn't have a seat belt and I don't sign ticket do I go to court

Is my ticket dismissed? What happens if he writes refusual?

A: Yes, you have to go to court. The ticket is issued to you in lieu of your being taken into custody. Your signature acknowledges this. Your refusal could have resulted in your being taken into custody. In this instance, he wrote refusal as "his notes" to indicate that he attempted/requested you to sign and you refused to do so----this is just in case you take the position that you did not get the ticket.
