Q: can my employer be held liable for a bad decison made by my employer paid health insurance?

But as a general matter nationwide, employers do usually not get involved in insurance carrier's operations, other than plan administration matters. If by bad decision you mean denial of a claim (that's only a guess), that occurs routinely in the industry. If by bad decision you mean a medical call regarding your care, those are generally made by physicians and other medical providers, not claims examiners. These are only generalities.
